Lansing. Feb. 1st 1860.
The Board met on the call of the Secretary. Present
Messrs. Kellogg Baxter & Gregory.
The forenoon was occupied in collecting a
Statement of the outstanding indebtedness of the
College.
P.M. Mr. H. Hodges, late Farmer, appeared
before the Board, and after a presentation of his
claims his afc was allowed for balance of salary $320.

Sent by mistake to Agricultural College
by Hon. D.C. Leach.

Resolved that Lewis R Fisk be and
hereby is appointed to the professorship designated
in new plan of organization, as the Professorship
of Agricultural Chemistry in the State Agricul-
tural College, at a Salary of $1000 a year, this
appointment to take effect on and from the
1st day of January 1860.

Resolved that Thomas C Abbot be
and he is hereby appointed to the Professor
ship designated as the Professorship of
Civil & Rural engineering in the State Agri-
cultural College, at a Salary of $1000 a year,
this apointment to take effect on and
from the 1st of January 1860.

Resolved that Prof T C Abbot be
continued in the office of Treasurer of the
College.

Feb. 3. Board met again at same place.
Voted to tender appointments to Mr
James Bagley of Troy Oak Co., and Mr. J.C. Holmes
to the offices respectively of Superintendent of
the Farm and Superintendent of Horticulture

Voted that no interest can be allowed
on balances due Professors for Salary

Allowed afc of W.J. Baxter for services
and expenses as Member of the Board of Education
on Agl College business from Feb. 3, 1858. to Jan 5,

Allowed afc of Jno. R Kellogg for balance
due him on Blacksmithing Tools furnished the
College, (the price of pigs sold him being deducted) $29.25

Botany]
Resolved that George Thurber M.D. of
New York, be appointed to the Professorship
of Botany & Vegetable Physiology. in the
Agricultural College, at a Salary of $1000
per year.
Voted to Sell Preston and Thompson,
Students, each a half breed Essex pig at $4 per 100 lbs
[Steward]
Voted to authorize the Secretary to
S.A.
Contract with Mr ^ Lans to take the Boarding
House for the present year.
[Sell Saw etc]
Voted to sell the Horse Power now on
the farm. to Mr LaRue, and the saw and
mandrels attached thereto to J.R. Kellogg, the
same to be appraised by Col. Burr and
S. Lansing.
Allowed Wm N. Lewis's bill for
lumber with 20 per cent discounted, the Charges on said
bill being higher than other bills of his on file, and vouchers
being deficient. Amount as allowed $89.56
[Extra teachers]
Voted: that the Secretary be authorized
on consultation with the faculty, to employ addition-
al teachers for the College if it shall become necessary.
[Bayley Supt. Farms
Holmes " Gardens]
A consultation having been held with Messrs. Bayley &
Holmes, it was Resolved that Mr. James Bayley and
Mr. J.C. Holmes of Detroit, be appointed respectively
to the offices of Superintendent of the Farm and
Superintendent of Horticulture in the State
Agricultural College at a salary of $750 a year
each, such appointment to take effect on and from
the first day of January 1860.
[Faculty members
Secretary]
Resolved that these officers be members
of the College Faculty and have a vote in the
Faculty in all questions pertaining to their de-
partments; the Superintendent of Horticulture
being hereby made Secretary of the College.
[Farm House]
Resolved that the Farmer's House be
allowed free of rent to Mr James Bayley, or fifty
dollars in lieu thereof be allowed on rent of
one of the other houses if he shall choose one
of the other houses, provided that the farmer's
house be rented for that sum.

Ypsilanti April 10 1860
The Board being in Session in Ypsilanti, on Normal
School affairs, the afc of Austin & Tomlinson of
Jackson for wagon furnished the College was allowed $84.50
[Accounts]
Voted that the Secretary be authorized to settle
with Mr R.F. Johnstone
Voted to allow bill for glass jars purchased for
putting up the Specimens in Natural History at College.
[Com. on Presidency]
Voted to allow traveling expenses of Secretary
of trip to the East to Secure President and Professors
for the College.
[Secty.]
Voted that Secretary be authorized to attend
to College affairs till the Board meet again.
Voted that the Sec'y examine school
library books, when bound, under library Contract.
Lansing July 3d 1860
9 o'clock A.M. The Board met on the call
of the Secretary. Present Mr Baxter & the Secy.

July 4. Board visited and examined the College
farms
Met at Secretary's office in the evening
Voted to direct Mr Bayley to reship the large Cultivator
procured by Mr R.H Johnstone to Detroit. charges paid
Reconsidered the vote of Oct 21st 1859
[Manly Miles
Zoology]
Resolved that Dr. Manly Miles of Flint be ap-
pointed to the Professorship of Zoology and Animal Phys-
iology in the State Agricultural College to enter upon
service in the same during the year 1861, and tobe
on service during each of the years 1861 & 1862 only one
quarter of the college year; the Salary tobe at the rate
of $1000 a year for the time employed
[Museum Cases]
Voted to authorize the Secretary to procure the
construction of cases for Museum rooms in the College
building as soon as the condition of the finances will
permit.
The following [illegile in original] and resolutions were
considered & passed
Whereas the Auditor General of the State ab-
solutely declines to pay the appropriations made by
act of the Legislature of 1859. for the Normal School
and Agricultural College for the year 1860. inasmuch
as the taxes levied to meet such appropriations
will not be collected till in the month of February 1861.
And whereas there is now due and unexpended
of said appropriation for the Normal School. the Sum
of $6000, and of the said appropriation for the Agri-
cultural College more than $12000, therefore

Loan]
Resolved that loans or advances be procured on
said appropriations of such amounts as may be nec-
essary to meet current expenses of said Normal School
& College not to exceed $5000 for the Normal School
and $9000 for the Agircultural College at an interest
not to exceed 10 per cent per annum
Resolved that the regular certificates of the Board
of Education, to the Auditor General be issued to be
used in effecting such loans or advances.
Resolved that the Secretary of the Board
be authorized to negotiate such loans or advances
and that he be authorized to call to his aid or
counsel in such negotiation, any other member of the Board.

Ypsilanti July 19th 1860
The Board of Education being in session at
the Normal School the following business was
done for Agricultural College.
[Plastering]
Voted to close the current college term as soon
as practicable after Nov. 1st in order to allow time
for replastering Boarding Hall.

A meeting of the Board was called by the
Secretary, but as a quorum did not meet
no business was done, except some informal
consultation on affairs of College & Normal School

Detroit Oct 4th 1860
The Board met on the call of the Secretary at
the Michigan Exchange. present Willard
Baxter & Gregory
Voted that the current college term
be closed as soon after the 1st of November
as the Faculty find it practicable in order
to allow time for repairs of Boarding Hall
for winter.
[Plastering etc]
Voted that the Secretary be authorized
to receive bids and contract with the lowest
responsible bidder to re-plaster the Boarding
Hall; also to contract for necessary repairs
to College Building and fitting up basement of
the same.
[Draining]
Voted that Jas Bayley, the Farm Superintendent
be authorized to expend a sum not exceeding $100.
in draining Swamp Lands belonging to the College.
[Stock]
Voted that the Farm Supt be also author-
ized to expend not exceeding $100 in the purchase
of young Stock for the Farm.
[Microscope]
Allowed Prof. Geo. Thurber's afc for 1 lever
stage microscope purchased by him for College, $85.

A meeting of the Board having been called by
the Secretary. Mr Baxter. & the Secretary appeared
at the time appointed
The afc of J Van Husan for freight on
hay scales was allowed – at $3.75
Oct. 31.
The Board met at College building,
and attended the examinations of several of the
Classes of the College
The following afcs were examined & allowed.
S.H. Lane on afc for board furnished Students $430.00
A. & V. Bayley for labor 23.78
Prof. T.C. Abbot, for cash paid for Postage, express, labor etc on well 7.98
The accounts of S.A. Lane Keeper of the
Boarding House were examined and allowed
as follows.

[Accounts]
In the above charge is included the rent of
Boarding Hall for 3 quarters from Feb. 1st 1860
and the Board agree with Mr Lane that there
shall be a proportional abatement of rent on the
fourth quarter, if he shall leave the Hall vacant
before the close of his year. Feb. 1st. 1861.
Allowed J.C. Holmes for balance [on?]
purchases made over and above the moneys put
into his hands for such purchases $11.29=

The afc of O S Morton for 575 apple trees
was reconsidered and 245 of said trees having been

Messrs Jas Bayley & J.C. Holmes were authorized
to employ five students for a period not exceeding
two weeks to finish work in Garden & on Farm.
Mr Jas. Bayley was also authroized to
employ one or more men through the winter

[Boarding Hall
Inventory]
Messrs Bayley & Holmes were instructed to
examine goods of Boarding House when Mr
Lane finally leaves or at the close of his year
to ascertain whether the furniture is the same
as was inventoried to said Lane or equal there
to and to fix prices for any loss or damages

Detroit Dec. 4, 1860
A meeting of the Board of Education having
been called at Detroit to revise the list of Library
Books and prepare the same for publication.
the following business was transacted for the
Agricultural College. The entire Board being
present.

Mead & Robson's afc for balances due them was
examined and allowed at $48.49
John Thomas & Co's afc for balance due on old
accounts was referred to the Secretary to examine
old bills and vouchers and to settle the same as
might be ascertained to be correct.

[Boarding Hall
consigned to
Faculty]
Resolved that the Boarding Hall of the Agl.
College be placed under the care & control of the
Faculty of the College, and that said Faculty be
authorized to employ some suitable person to take
the oversight, and also the necessary number of ser-
vants: also to make or cause to be made all neces-
sary purchases of provisions for said Boarding Hall, an
paying the wages of such employees and the cost
of such purchases from the moneys received from board-
ers for board & washing.
Resolved that the Faculty be authorized to
fix the rate of board tobe paid by students, but such
rate shall not be less than $2 a week exclusive
of washing. and shall be sufficiently high to cover
all expenses of Boarding Hall, including wages
cost of fuel, lights, provisions etc and a reasonable
rent for building & furniture.
Resolved that the Faculty be authorized
to make and establish all needful regulations
for the management of said Boarding Hall,
and they shall report quarterly to the Board
of Education and whenever they may be

required by the Board, the receipts and expen-
ditures for the Boarding Hall
Resolved that this arrangement may
be rescinded at any time by the Board of
Education, or relinquished by the Faculty
to any meeting of said Board.
[Circular Report]
The Report of Prof. L.R. Fisk was read and
having been amended to meet the views of the
Board, inasmuch as it was proposed to be issued
as a Circular for the College was ordered
printed with the Annual report.
[Annual Report]
The draft of an annual report was pre-
sented by the Secretary and after being filled
up [illegible in original] money items was adopted by a
unanimous vote as the Annual Report of
the Board.
[Clearing]
Voted to authorize the clearing of 50
acres on the College farm during the coming year.
